Yes, it is possible to reuse the archived coupon's ID. Here's how you can do it:
First, open the Archived Coupon that has the ID you'd like to reuse.
Change this archived coupon ID by clicking on Edit Coupon on the right panel and set it to something like coupon-id-old or coupon-id-v1
Update the coupon.
Now you will be able to reuse the desired Id for the new coupon.
