Types of API keys
Summary
In Chargebee, you can only use the Full Access key to edit and update Plans and Addons.
The Publishable key lets you create new subscriptions, provide Full access to Estimate calls and Read-only access to plans and addons
Read-only access key allows you to give Read-only access to either transactional day or plans and addons or even both.

Note: 1.Only admins and above can create or delete API keys 2.Deleting an API key removes it forever. The same key is never created again. 3.At least one full access key must be present for a site; you cannot delete all of them. 4.It is recommended to periodically replace the existing API keys with new ones to improve security.
